Preview of Stamps to Be Issued in December 2013

The Federal State Unitary Enterprise “Marka” Publishing and Trading Centre under the Federal Communications Agency’s jurisdiction has prepared the following products to be issued:

December 3, two postage stamps in the series “Russia’s Outstanding Lawyers” to be issued, dedicated to F.N. Plevako1842–1909) and A.N. Radischev (1749-1802)




Fyodor Nikiforovich Plevako was born in 1842 in Troitsk, Orenburg Governorate (Chelyabinsk Oblast). His family moved to Moscow where he graduated from the Law Faculty of the Moscow State University and became a barrister at the Moscow Chamber of Appeals in 1870.
Fyodor Plevako dealt with civil and criminal suits most of which he brilliantly won. In the 1880s he was such a famous lawyer that almost all his speeches were published in the press, and the Moscovites deliberately came to court to listen to him.


Alexander Nikolayevich Radishchev was born in 1749 into a noble family. In 1767 after graduation of the Page Corps he was sent to the University of Leipzig to study law.
Radishchev started serving in the Law Drafting Committee in 1801. At that time he was preparing a draft of the civil reorganization based on the civil freedom of the individual, equality of all before the law and judicial independence; he was also working on a draft of the civil code.
Alexander N. Radishchev’s is the author of such legal writings as the treatise “On the Legislation” and the letter “On Statutory Provision”. In his letter “On Statutory Provision” Radishchev promoted an ingenious idea about statistical study of criminal law phenomena, which is why he can be rightly considered a founding father of judicial statistics.

There are portraits of F.N. Plevako and A.N. Radishchev on the stamps against a moire band – the pillar of law.

FDCs with cancellation are to be issued too.

December 5, two postage stamps “A Joint Issue of Russia and Monaco. History of Automobile Production” to be issued
 



Sunbeam, a British car company, started production of sports cars in 1953 by introducing a two-seater Sunbeam Alpine. The model was a successor of Sunbeam Talbot 90 and had a straight-4 engine; with 80 hp the car top speed reached 120 miles/h (170 km/h).

ZIL-111В is a Soviet premium-class vehicle with a “long-base sedan”, “limousine” and “phaeton” body, which was assembled at the Likhachev Factory in Moscow as a limited edition in 1959-1967. The car was used on exceptional and special occasions – for parades, festive escorts and other ceremonial events. This convertible “inspected” the Soviet Union parades regularly held in May and October in Moscow in the first half of the 1960s.

The postage stamps depict the ZIL-111В which brought Yury Gagarin, the first cosmonaut, to the Kremlin on 14 April 1961, and the Sunbeam Alpine which was driven by Grace Kelly in “To Catch a Thief” (1955).

There is an illustrated cover which has two postage stamps with a FDC cancelled in the Russian Federation, and two postage stamps and a FDC cancelled in the Principality of Monaco.

December 12, a souvenir sheet “Constitution of the Russian Federation” is to be issued



The Constitution of the Russian Federation is the supreme regulatory document of the Russian Federation. It was adopted on December 12, 1993.
The Constitution has the superior legal force strengthening the fundamentals of Russia’s constitutional and government system, formation of representative, executive and judicial authorities, as well as the local government system, rights and freedoms of man and the citizen.

The postage stamp depicts the cover page of the Constitution of the Russian Federation; the souvenir sheet margins have the text of Chapter 1, Clause 1 of the Constitution; the Senate Palace, the state flag and the RF President V. Putin’s quotation.

A FDC with cancellation is to be issued as well.

December 12, a postage stamp and an envelope with a commemorative stamp “Federation Council of the Russian Federation Federal Assembly” to be issued

The Federation Council of the Russian Federation Federal Assembly was formed in conformity with the Constitution of the Russian Federation adopted by national vote on December 12, 1993, as a Chamber of Parliament representing the region’s interests at the federal level and reflecting the federative nature of the Russian state. The Federation Council is the upper chamber of Russia’s Federal Assembly which consists of 2 representatives of each Russian constituent territory: one of the representative body and one of the executive body. As an institution for regional integration and consolidation, the Federation Council ensures a balance between federal and regional interests in decision-making in the area of the country strategic development.

A FDC with cancellation is to be used as well.

Circulation: 1million.

December 12, a postage stamp and an envelope with a commemorative stamp “State Duma of the Russian Federation Federal Assembly”


December 12, 1993 on the national vote day, for the period of two years the first State Duma was elected together with the Federation Council. Later on the State Duma elections were held in 1995, 1999, 2003, 2007 and 2011. Term of office for the State Duma of 2-5 callings was four years. In 2007-2011 the State Duma members were proportionally elected (from party lists). The electoral threshold was 7 %.
The State Duma legal status is defined in Chapter Five in the Constitution of the Russian Federation; its proceedings are headed by the Chairman and his or her deputies. The State Duma comprises 450 members. To be elected a State Duma member one should be a citizen of the Russian Federation, aged 21 and entitled to participate in the election (it is to be noted that one and the same person cannot be a State Duma member and a Federal Council member simultaneously).

December 14, a souvenir sheet “XXII Olympic Winter Games and XI Paralympic Winter Games 2014 in Sochi. Sports Legends» to be issued



The second issue is dedicated not only to famous Soviet Olympic champions, but also to the founding fathers of the Olympic and Paralympic Games, whose names are written in golden letters in the world sports history.

Klavdiya Sergeyevna Boyarskikh (1939–2009) was a Soviet cross-country skier, an Honoured Master of Sport and a holder of the Badge of Honour Order. In 1959, she won the USSR junior women championship. At the 1966 World Ski Championship in Oslo she was the first in the 10 km, won silver in the 5 km and gold in the 3х5 km relay. K. Boyarskikh won the 1965 Holmenkollen Ski Festival in the 10 km, and in 1967 – in the 5 km.

Vsevolod Mikhailovich Bobrov (1922–1979) was a Soviet leader of football and ice hockey teams, awarded the Order of Lenin. In the USSR championships he played for the Army Club CSKA Moscow in 1947-1957 and for Moscow Air Force team in 1950 –1953 as a playing coach in the first two seasons. He scored 254 goals in 130 matches. He scored 34 goals in 25 matches at the World and European championships and the Olympics. In 1956 V.M. Bobrov was the leader of the Olympic national ice hockey team who won gold medals. He scored 332 goals in total, of which 34 – for the USSR national team.

Tatyana Borisovna Averina (1950–2001) was a Soviet multiple champion in speed skating multidiscipline events and distances; she was awarded the Order of the Red Banner of Labour. The sportswoman won silver medals at the 1974-1976 World Championships in multidiscipline events. At the 1976 Innsbruck Olympics she won gold medals in the 1000 m and 3000 m. Tatyana Averina became a world champion in multidiscipline events and in the 1000 m and 1500 m.

Pierre de Coubertin (1863–1937). He was the originator of the project to revive the Olympic Games. At the Sorbonne Congress on June 23, 1894, a historical decision was made to establish the International Olympic Committee that Coubertin headed as the Secretary General. The Pierre de Coubertin medal is awarded by the International Olympic Committee for honour and true spirit of “fair-play” sportsmanship in the Olympic Games. The IOC considers the Pierre de Coubertin medal to be the highest honour an athlete can receive.

Ludwig Guttmann (1899–1980) was a neurologist and a founding father of the first Paralympic Games and International Stoke Mandeville Sports Federation for disabled people, as well as the British Sports Association for the Disabled. Ludwig Guttmann received numerous British and international awards and honorary titles. In 1950 году оhe was appointed Officer of the Order of the British Empire and then promoted to Commander. He was a Fellow of the Royal Society of London and knighted “for help to paraplegics”.

The postage stamps depict: K.S. Boyarskikh, V.M. Bobrov, T.B. Averina, the Olympics and Paralympics founding fathers P. de Coubertin and L. Guttmann. The souvenir sheet margins have pictures of the athletes at competitions and games, the logo of the Olympic and Paralympic Winter Games 2014 in Sochi.

An illustrated cover is to be issued with souvenir sheets and FDCs with cancellation inside.
